While design coordination is typically performed as part of a designer's contract with an owner, DOD Mining Construction LLC has developed our own internal process for Building Information Modeling (BIM) and is capable of providing a unique model to assist you throughout your facilities lifecycle.


Our ability to perform key construction activities enables us to set the pace for construction, control project costs, and establish standards for quality and safety. It also provides us with increased flexibility to respond to project and scope changes. Under Secretary Carter of the Department of Defense (DOD) issued a memorandum (now known as the “Carter Initiatives”) on Tuesday, September 14th to acquisition personnel with bold new reforms designed to increase procurement efficiency and “change the way the Pentagon does business” to benefit the warfighter and the taxpayer. This memo is a tangible step toward Secretary Gates’s stated objective to realize $100B in contract savings on goods and services over the next five years. What are some of the key guidelines that will affect defense contractors?

DOD Procurement and program officials will have to consider not only what a project WILL cost, but also what it SHOULD cost. Market research requirements will increase and a competitive strategy must be presented at each program Milestone.

Contracts that receive only a single bid will receive additional scrutiny in an effort to “promote real competition” instead of “contrived two-source situations”. Contracting Officers must now conduct negotiations on single-bid offers with the basis of cost and price analysis.

Increase in Fixed-Price Incentive Firm Target (FPIF) contract type over cost-reimbursement contracts. In this contract type, the government and the contractor would share overruns 50/50 at up to a ceiling of 120% of the fixed price (at which point, the government’s liability ends).

Contractors will be rewarded for successful supply chain and indirect expense management through the level of profit; however, this is part of a directive to eliminate blanket fixed fees and rather periodically review profit against actual contract performance (variable profit percentages)

Requests from contractors for payment terms other than the customary progress payments will result in the DOD seeking additional cost reductions against the cost of money considerations.

Extension of the Navy’s Preferred Supplier Program across the DOD as a whole.

Emphasis on small business utilization.

Efforts to eliminate redundancy within the warfighting portfolio will likely lead to the cancellation of smaller programs where there is overlap in capabilities with existing programs.

Reduction of non-value-added overhead imposed on industry, such as duplicative or overly-rigorous requirements, including reporting.
